L. E. Peabody & Associates, Inc. (Since 2016) – Mr. Pergolizzi has conducted research and statistical analysis on a multitude of market place and litigation projects for L. E. Peabody & Associates, Inc. Through this research, Mr. Pergolizzi has become familiar with both the railroad and coal industries as well as many of the regulatory agencies associated with the transportation market and the energy industry. These regulatory industries include the Energy Information Industry (“EIA”), the Surface Transportation Board (“STB”), Federal Energy Regulatory Commission ("FERC"), and the Environmental Protection Agency (“EPA”).
Mr. Pergolizzi has created a database detailing the coal fired power plants and coal mines in the United States. This database evaluates market trends in the industry, including the coal fired power plants ability to comply with EPA regulations such as the Mercury and Air Toxics Standards (“MATS”) which contributed to many recent and potentially future power plant closings. Mr. Pergolizzi has also conducted other research for the Firm including a database detailing the Rail Fuel Surcharges of Class I Railroads based on STB data.
Mr. Pergolizzi supplied litigation support in STB Ex Parte 733, an evaluation of STB Guidelines and Policies aimed at expediting rate cases. Mr. Pergolizzi also provided litigation support for STB Ex Parte 431, related to the economies of scale in the current version of the Uniform Rail Costing System (“URCS”).
Previous Related Experience -- Mr. Pergolizzi was a summer intern in 2014 and 2015 at L. E. Peabody & Associates, Inc. As an intern, Mr. Pergolizzi performed a wide variety of research and administrative tasks. Additionally, in his final semester at Villanova University, Mr. Pergolizzi was part of a team that conducted a research project on the railroad industry. The team constructed an industry report on the railroad industry within the United States including a market overview and supplemental information on demand, pricing, competition, mergers and acquisitions, costs, regulation, and corporate social responsibility. This industry report, as well as his time as an intern with the Firm, has greatly informed Mr. Pergolizzi on many aspects of the railroad industry.
Mr. Pergolizzi received a Bachelor of Arts degree in Economics from Villanova University in 2016.
